Voluntary evacuation orders are not suggestions for cautious people. They are the window between leaving safely and leaving in gridlock. Once a mandatory order drops, every highway out fills within 2–3 hours.
The math: Leaving 24 hours early costs one hotel night. Leaving 6 hours after a mandatory Cat 4 order can cost everything. There is no version of leaving too early that is as dangerous as leaving too late.
A toddler who is too hot will cry. An infant who is too hot may become lethargic and stop feeding without obvious warning. An infant who is dehydrated may not show classic signs until they are seriously ill. Every item on this list exists because infants cannot advocate for themselves — you are their entire preparation plan.

The standard rule for infant supplies is to bring what you need and then double it. Formula runs out faster under stress because feeding frequency increases. Diapers go faster because stress affects digestion. Wipes disappear. Whatever you calculate — add 25% and then add one more day on top of that.
